Nature and landscape are to be protected on the basis of their own value and as the basis of human life, also in responsibility for future generations in settled and unsettled areas, as envisaged by Agenda 21 for sustainable development adopted in Rio de Janeiro in 1992.

This includes, according to §1 (1) BNatSchG the protection, maintenance, development and restoration:
-the biological diversity
-the performance and functionality of the natural balance
-the regenerative capacity and sustainable use of natural assets
-the fauna and flora, including their habitats and
habitats
-the diversity, character and beauty and the recreational value of nature and landscape.

The aim of the landscape plan is to present the local requirements and measures for the realization of the objectives of nature conservation and landscape management, for the entire municipal area.
