With the opening of Berlin Brandenburg Airport (BER), Berlin Tegel Airport (TXL) will be closed. The plans for the urban redevelopment and integration of the area into the surroundings require an examination of the development and management options for the landscape.

According to the adopted representations of the land use plan and landscape programme, approx. 200 ha of the current airport will be integrated into the landscape context in the future. For the development of the remaining approximately 260 ha of building land, it is necessary to integrate landscape structures and qualities.

The basic approaches for the subsequent use of Tegel Airport go back to the workshop procedures
in 2009 / 2010. In addition to the six planning teams, a large number of experts from various disciplines, political actors, associations and administrations, as well as interested members of the public were involved in this planning process. The process was also communicated to the public in the form of four site conferences.

The "Landscape" planning, development and management concept drawn up in 2010 / 2011:
- identified the requirements for the future use of open spaces,
- brought together existing interests,
- formulated potential for both existing and future uses and
- supported the broad outlines of the planning objectives drawn up with a management concept, including proposals for suitable sponsorships.

In the development of the landscape concept, particular importance was attached to the integration of the knowledge and experience of numerous experts. In a goal-oriented moderated working process, the workshop landscape, the essential initial data as well as the partly conflicting interests were collected, exchanged and discussed in several events with a circle of relevant experts from authorities and organisations as well as the property owners.

The intensive debate contributed significantly to
- bringing the participants to the same level of information,
- promoting mutual listening and understanding between the participants and
- developing sustainable solutions through common understanding.
The goal was to bring together the diverse views into a consensus landscape concept that is supported by a broad majority and will be pursued in the upcoming planning steps and necessary differentiations
further. The office Seebauer, Wefers und Partner GbR structured this process and moderated it from a professional background.

The work process of the workshop landscape began in autumn 2010. Within the framework of two workshops
all requirements and interests for the area could be recorded and spatially located. In a further step, potential estimates for the space requirements and the use structure of the areas were formulated.

These resulted in a planning and management concept, which was fed back and discussed with internal and external experts in a third workshop in spring 2011. In this context
the specific requirements for a management and support model were also discussed.
The additions and adjustments to the landscape concept resulting from the discussion were presented to all participants once again in early summer 2011. The landscape concept is supported by a broad basis through this process and represents the basis for discussion for the subsequent planning steps.

The long-term desired condition phase of the landscape concept is achieved when
- the heath areas and flower-rich rough grasslands through targeted maintenance measures in the western part of the open landscape increasingly characterize the appearance and the nature conservation function is thereby secured and expanded;
- the open landscape space has experienced a careful accentuation by individual trees and small groups of trees
has;
- the landscape space through various accesses with the surrounding urban space is linked and integrated into this

- an appropriation for local recreation can take place on a generous, largely stock-oriented path network

- the meadows located in the eastern area, supported by a more closely meshed path network, are also available for more intensive

- the new building areas are connected to the landscape area by a network of green and open spaces as well as a variety of design elements of the
"Tegeler Stadtheide".

The "start-up phase" begins with the end of flight operations. The abandonment of flight operations is followed by a handover phase, which will be characterized by sounding out the site with regard to
ammunition and contaminated sites and, if necessary, carrying out safeguarding, remediation and clearance measures
. The time frame for this will be approximately 2-3 years. During this phase, the fence will remain in place and the site will only be accessible to the public in the form of information events and guided tours.

The "development phase" begins after the exploratory and securing measures and covers a period of about eight years. In this phase, the access points to the site are opened up and marked, the necessary additions to the network of paths are created, the first landscape markers in the form of woody plants are planted in the open landscape, the first impulses in the form of lookout points are made accessible or created as special places and points of contact, recreational areas are created and, if required, active offers are installed on the northern runway.

The core statement of the workshop landscape is to follow the theme of the "Tegeler
Stadtheide" in future landscape development and to combine open space and built space under this label. Thus, the
appearance of the heath landscape in the remaining open landscape should be strengthened. At the same time,
elements of the urban heath should also be repeated in the open spaces of the building areas, thus strengthening the sense of place and
contributing to the creation of addresses.

- The focus for nature conservation is in the west and north-west of the site.
- The open landscape with its biotopes and species adapted to the extreme location will be preserved and developed.
- The heathland biotopes and flower-rich rough grasslands will be specifically promoted.
- The maintenance of the open land biotopes must be continued on a continuous and long-term basis.

- After the end of flight operations, the open landscape will be made accessible to the public in the medium to long term and will be developed as a transfer area and for recreation.
- The urban integration will be achieved by integrating the area into the network of paths in the surrounding area.
- Development for recreational purposes on the airport site will be oriented towards the existing network, and only in a few areas will the network be supplemented by the creation of new paths.

- Impulses are points of contact, action points and spatial installations. They support the appropriation of the landscape space and are to be placed in the implementation phase of the landscape concept.
- Impulses are designed as places of interest, draw attention to certain points in the open landscape and provide orientation. Impulses are especially important near existing residential neighborhoods because these spaces are visited first.
