The existing structure of the Besselpark has been respected in principle, closely following the existing structure. While square-like areas are oriented towards Friedrichstrasse and Markgrafenstrasse, a spacious park meadow extends in the other areas. This is only interrupted by the existing and newly added paths. Here, on the site of the former Prussian observatory, the diagonal "Besselbahnen" pick up on the theme of the trajectories of celestial bodies described by the geodesist Friedrich Wilhelm Bessel. Other elements in the park are also inspired by the motif of rays of light and measuring lines and give the design its creative rationale.

The park's boundaries, some of which were necessary, were kept to a minimum and designed to be as casual and transparent as possible. The aim was to channel the flow of movement into functional paths and thus create the largest possible proportion of undisturbed recreational areas.
