Appropriate restraint and approximation to the site are the maxims of the design for the outdoor spaces. The venerable building of the Water and Shipping Authority stands in the green and the axial relationship to the former water level tower is supported by hedge bosquets, the new, modern building is "placed" on the square in contrast. The existing tree population is preserved as far as possible and is carefully supplemented in compensation to the necessary felling measures in the north of the island.
