Planning requirement and intended measure
With the creation of the qualified development plan for the special area (SO) for a ground-mounted photovoltaic system, the legal planning requirements for the construction of a ground-mounted photovoltaic system are to be created with the following objectives:
- Generation of environmentally friendly electricity without climate-damaging CO2 emissions
- Energy production to conserve the limited resources of coal, oil and gas
- Regional value creation on site
- Securing the energy supply and strengthening the region's economy
The town of Hofheim i. UFr. plans to draw up a qualified development plan for the construction of a ground-mounted photovoltaic system in the district of Reckertshausen on the plots of land no. 345, 346 and 371.
The areas for the planned photovoltaic system are designated as agricultural land in the land use plan of the town of Hofheim i. UFr. and therefore contradict the designation as a special area.
The total area for the planned ground-mounted photovoltaic system is approx. 4.30 ha.
This requires the designation of another special area (SO) with the special purpose "open-space photovoltaic system" in accordance with Section 11 (2) BauNVO.
The 5th amendment to the land use plan of the city of Hofheim i. UFr. for this area will be carried out in parallel.
The construction of an open-space photovoltaic plant is planned on the area of approx. 4.30 ha between the district road HAS 36 and the state road St 2275 north of Reckertshausen. The greening area with the internal compensation areas is approx. 0.69 ha (approx. 6,923 m²) in size.
The site is currently mainly used for agricultural purposes. There are two areas of officially mapped biotopes on plot no. 371, which will be preserved and protected.
According to § 2a BauGB, an environmental report must also be prepared at the level of the land use plan as part of the explanatory statement. The content of the report is based on the relatively low degree of concretization of the land use plan.
An environmental report will also be prepared for the parallel development plan for the special PV system area.
