Development plan "PV plant old landfill site" with integrated green space plan,

The area for the planned photovoltaic system is designated as landfill (former landfill site) and as a possible reforestation area in the land use plan of the town of Hallstadt and therefore contradicts the designation as a special area.


The total area for the planned photovoltaic system is approx. 3.52 ha (35,241 m²).

This requires the designation of an other special area (SO) with the special purpose "photovoltaic system" in accordance with Section 11 (2) BauNVO.



The 16th amendment to the land use plan of the town of Hallstadt for this area will be carried out in parallel.




The town of Hallstadt plans to draw up a qualified development plan for the construction of a photovoltaic system in the district of Hallstadt.




With the creation of the qualified development plan for the special area (SO) for a photovoltaic system, the planning law requirements for the construction of a photovoltaic system are to be created with the following objectives:



- Generation of environmentally friendly electricity without climate-damaging CO2 emissions

- Energy production to conserve the limited resources of coal, oil and gas

- Regional value creation on site

- Securing the energy supply and strengthening the region's economy





The construction of a photovoltaic system is planned on the total area of approx. 3.52 ha between the BA 5 district road and the St 2244 state road north-east of Hallstadt. The maintenance of the internal compensation area as open sandy areas and valuable rough grassland is approx. 0.21 ha (approx. 2,140 m²) in size.



The site is used as a recultivation target "woody succession and extensive landscape grassland". There is ruderal vegetation of field copses developed through succession on the plot no. 3204, which is preserved and protected.



In the long term, possible grazing is planned as a subsequent use after the permanent abandonment of the photovoltaic system.

The inventory revealed that there are no other areas worthy of protection such as water protection areas, protected animal and plant species or FFH or Natura 2000 areas in the planning area.



Significant effects on the individual protected assets such as humans, animals, plants, soil, water, air and biodiversity are not to be expected. The planned photovoltaic system will be built on the site of a former landfill. Appropriate precautionary measures to protect the existing sealing will be taken during the construction of the plant.



Only the landscape will be affected by the solar generators, but this impact will be mitigated by the landscaping.

No emissions are expected as a result of operation.



The planned photovoltaic system will be dismantled without leaving any residue once photovoltaic use has been permanently discontinued, along with the entire system technology and all parts of the building, and the site will be used for possible grazing.
