According to the planning approval decision, the developer has to provide environmental construction supervision (UBB) during the construction work with the aim of avoiding impairments of nature and landscape by the construction work as far as possible.
To this end, the sections of the route affected by the construction work are inspected at regular intervals. In this context, for example, the functional capability of plan-approved protective facilities for biotopes and woody plants is checked and additional protective measures are defined as required. The inspections are recorded. These protocols of the environmental construction supervision (UBB) are sent to all parties involved in the construction as an attachment to the protocols of the regular construction consultation. Any deficiencies that may need to be dealt with are discussed in the course of the construction consultation.
If necessary, the UBB is on site to supervise construction work, instruct companies or mark off-limits areas defined for environmental protection reasons. On a case-by-case basis, UBB coordinates the authorities to be involved in the construction process (e.g. forestry and nature conservation authorities) with preparation of the necessary decisions or permits in consultation with the client and carries out monitoring of compliance with agreements made. On special occasions, UBB participates in coordination meetings or VOB acceptance procedures. UBB is also responsible for the planning of any necessary changes to design and compensation measures. Upon request, the UBB assists with measurements and checks the measurement sheets of the construction companies that fall within its area of responsibility. If ecological concerns have to be taken into account, the UBB supports the general construction supervision by issuing statements on additional cost notifications or supplementary offers of the construction companies.
