As recently as 1950, Fornebu was a largely untouched island in the Oslo Fjord. But then it was developed into an international airport and the centre of Norwegian air traffic. The surrounding districts immediately became aware of Fornebu's potential as an attractive residential and commercial area close to the city centre. This new neighbourhood will also have facilities for sustainable water management in a central park for recreational purposes. Fortunately, all stakeholders wanted this transformation to be ecologically sensitive.

Water planning and the management of water generated on the site were key issues in the open competition to design the area. In 2004, Ramboll Studio Dreiseitl was selected to design the spatial planning of Bjørbekk
